RAM Usage

So this phone comes with 3gb of RAM but my phone's RAM is always almost used up. Going into the Smart Manager App, then the RAM box, I am currently at 86% used. If I click the "END ALL" button at the bottom to theoretically clear the RAM being used, I only drop down to 82% being used (and then it quickly goes back up.

Is this how it should be? Are others experiencing this? Why is it always being utilized so exhaustively if it is in fact the right usage?

unused RAM is wasted RAM. stop worrying about minutiae.
