Random reboots, OS updates uninstalling and reinstalling

One day in Feb I noticed my Pixel was showing the dancing dots or whatever on the boot screen for several minutes. I had not touched it for quite a while so it was an uncommanded reboot. Then when finally ready it said it was finishing an update. I had just installed the Feb 5 update so this was a surprise. It went back to Jan 5. Ok fine. So on the next reboot it went back to Feb 5. This happened again several times.

Now on to the March update and the same happens. Back to Feb then back to March. This phone has uninstalled and reinstalled a monthly update probably over a dozen times.

Maybe something with seamless updates but I have no idea how to stop this.
 
I'm experiencing random freeze and reboots. Very frustrating. Wasn't sure if unlocking the System Tuner UI created the issue.
 
I recently read a topic on the Google Product Forums, with quite a number of posts, regarding a similar situation. It seems there are two system partitions. The update installs and when the phone is restarted it boots into the partition where the new update has been installed. If there's something amiss with the update, the system will boot into the other partition that does not have the offending update installed. (I've probably explained that poorly, but it serves to provide a very generalized overview of why your phone is probably switching back and forth from one system partition to the other.)

When something is badly amiss, and it doesn't resolve, it seems the only long-term solution might be to manually install Google's correct "package" for your phone, e.g., the whole thing, which includes the current OS for your phone as well as security updates. At least that seemed to set things right again for those who were experiencing this problem.

Any pointers on how to do that or where to find more info? I have never done this. I rooted a Turbo but otherwise I haven't messed with OS replacement. Can it be done OTA? From where? Or do I need a PC, a bunch of drivers and other software downloaded from unknown sites?

It took a bit of digging, but I located the previously mentioned topic at the Google Product Forums where the issue similar to yours was discussed and evidently resolved, thanks to Techno Bill's expertise. He's written guides for Nexus phones and the Pixel phones as well. He's a Google Top Contributor and is quite knowledgeable in the area of troubleshooting.
