Razr Maxx WiFi media device

So I have a new phone and want to use my Razr as a media device. It has to have a sim card in it to operate but says it needs to be activated to move on. Anyone know how to do this?

Really, there's no "skip" option? What happens if you remove the SIM--does the phone just stop working? I have an old Razr Maxx which works fine, but I never took the SIM out--it just got deactivated.
