Is there any app that will enable my son to talk and the phone will convert it to text message, and then when I reply to him it reads it to him?

"Ok Google" commands work pretty well for this. Your son could initiate a text by saying, "Ok Google, send a message to [contact]," and it'll walk you through the steps to send the message. I don't use it, but it looks like you're looking for something that Whatsapp offers.
