What HTC phone do you have? Have you checked if there are any updates available for the phone or even the launcher? You could try installing another launcher and see if that works.

Dear user, it may have been that you're HTC input sense may have been accidently disabled.Kindly go to app store and Type HTC input sense and proceed to enable the application. This will probably resolve the issue.
