Is there a way to record and write are the same time? I mean when played back they should play in sync. I remember note 2 S-notes had this built in, but didn't see later. May be an app that does this now?

You can still side load the S Note app that was in all Notes before the N7, and the record feature works. DO NOT download the versions in the Google Play store OR the Galaxy Apps store. And also keep auto updates OFF in both.
