Removed apps and users uses too much data

Why does removed apps and users use so.much background data? I haven't downloaded or uninstalled a single app since January but this monthly cycle, apparently removed apps and users has used over 14gb of data. How do I fix that?

Welcome to Android Central! You're only seeing the consolidated data used by all of the apps you've uninstalled over this past month. Removed apps aren't continuing to use data -- there's no way they could if they're no longer installed. Wait another data cycle, and it'll reset. But remember, if you uninstall more apps, the total data used by those apps will get added to the total used data shown in that Removed Apps and Users section.
