My default city was stuck on Philadelphia and nothing in the phone or app settings would allow me to change it on Galaxy S 7.
I went into the phone's settings, application manager, then selected Accuweather.
Under Storage, I cleared the caches. Be sure to clear the data cache. This will clear all locations you have entered but allow you to set the location for your favorite. This worked. It deleted the 8 cities I had entered.
One caution, the first city you enter after storage/clear data is reset will be your new favorite city. So if you work in a different town than you live in, and you want your home as the default favorite city, clear the data when you're at home, not at work.
