Restore telegram backup guide?

Telegram chats are in the cloud, so as long as you log in with the same phone number/account, all of your chats and their corresponding history should show up. This has always been the case when I set up a new device with Telegram. Or are you talking about chats you might have deleted at some point?

I am talking about chats history, I want everything to move from old device to new device.

I heard there is something called secret chat, is there saved in cloud too and show up when I setup a new device with telegram? How to move secret chat without root or 3rd party app?

What is the purpose of doing those export chat data backup links I posted above if the backup was done and saved into PC and there is no way to restore it?
