Android Central Question

Phone died. No display. No response to simultaneous button pushes. Will not interface to laptop via cable. Local techs confirm connector OK and battery accepts charging voltage. Any cost effective way to retrieve photos in storage?

Likely no. Even if somebody were to be able take the flash chip out and interface with it, they won't be able to get anything off it as the data is encrypted (modern Android devices like your S8+ have forced encryption). Your best bet is to find somebody who knows how to kludge a motherboard back to life (these types of independent repairmen are very rare). With your next device, configure the camera app to keep everything on an external MicroSD card to prevent this from happening.
