Ringer switching from Vibrate to Ring

I am having problems keeping the phone on Vibrate. I set it to vibrate by clicking down on the volume until it gets to vibrate. A little later, the phone starts ringing (audibly) when I get a call. Am I setting the vibrate function wrong? Anyone else experiencing this?
