In my basement with a great wifi signal? Why on earth would I get a warning about roaming?

It's about your carrier's signal, not the WiFi signal.
Can you post a screenshot of your home screen?
There we could see both, WiFi and carrier signals.

I just got it again! It says roaming. I'm in my family room with wifi 2 rooms away. Today is the fist I'm seeing these notifications about roaming. Here is a pic of my home screen:

At least, in that screen shot...there is no indication you're roaming. It shows a couple of bars of signal (for the phone) with 4GLTE data available...but it shows you're connected to WiFi for data

I'm thinking it had something to do with the fact that we had a pretty bad storm here last Sunday. Monday thru Wednesday many homes & businesses without power. Maybe my wifi was going out and I didn't realize. I don't know but thankfully the random "roaming" message seems to have stopped.

Are you in the part of Michigan that's by the Canadian Border? If so, picking up a signal from a Canadian tower would show as Roaming.
To avoid that in the future...make sure you set your network data to deny data access when roaming.
