Can you change between ROMS or do you have to install a new one fresh every time. I am new to the ROM thing and I just did the Apex ROM and I love it. Thank you.

you need to install it each time.
including wiping data/cache if you want it to run correctly
not wiping data/cache can lead to bootloops
check our rubiX and Liberty too, they are also good.

If you wipe data/cache between each installation you should be fine. Don't install themes over each other, you will end up with bits and pieces from each theme and possibly screw up your phone.

Make a backup of stock. Then backup each rom stock before you theme. This way if you want to change themes flash the stock rom backup. When an ota drops flash back to the stock backup and update ota.

You can use Droid Bootstrapper or Rom manager. Both in the market.
