Rooted Phone Won't Enter into Bootloader

I'm trying to install TWRP on my phone via ADB, but upon reboot the phone freezes on the custom os warning page. None of the buttons on the phone will make it go away, and, therefore, I am not able to install TWRP. I want to use TWRP to flash CM11.

Can anyone help?

Just to be sure--you are using a Samsung Exhibit 2 4G? I ask because this is a very old phone, and people sometimes post in the wrong subforum.

Yes, unfortunately. that's correct. This is a standby phone until I receive my Note 7 in a few days...
