Can I get an OTA update from Verizon if my phone is rooted?

Rooted you should be ok. If you changed or added stuff then not likely. If you deleted bloat apps or changed around files you will need to flash that stock 2.2.1 backup you hopefully made before making any changes. If not will need to flash a stock setup or sbf.

I didn't change apps I just froze them does that matter?

If you unfreeze your apps before the update you should be ok.
