Rouge ROM or CWM! Help I'm Tanked!

OK, I've been working on this a week. I cannot install a new CWM or a new ROM. I have even manually updated boot. On reboot, boot has been restored to its previous state, ALL UPDATES have been replaced. The current CWM will not format data or system.

Also notice romrestore.zip, is that normal? I've deleted it and it comes right back.

Here's an example where I used a 3.0.1.0 zip file to replace CWM.
