Running a Custom ROM in the Android Emulator

I was wondering if it was possible to run a custom ROM in the Android Emulator as a way to see how it works and it's features. I was thinking it might be like running an OS in a virtual machine to test it before installing it. The purpose of this is to help my boss who rooted her phone but is having issues and I wanted to check some features/stability of ROM's before suggesting installing one on her phone. She has a different phone than I do and I don't want to take her phone home with me to try things out. Has anyone tried this or heard of a different approach to test a ROM?

(I have a Nexus One on T-Mobile, she has an LG Vortex on Verizon)
