I sent back my S10+ within 14 days due to Screen Issue. Said I had to pay for a NEW phone and would refund first. Came today and when opened box the S10+ box was opened and adapter was out. I noticed there was no seals at all on box, no plastic wrap on brick and no AT&T Sim card. There was absolutely no tape residue on each end. Definitely not the same as my preordered unit. Also noticed return address on box said Plainfield Return Unit. Numerous calls to Samsung trying to find out why & asked if new and said yes numerous times.Asked to check IMEI number and they couldn't. I called AT&T to see if IMEI number was activated and said no-she did mention that says "No Warranty". She said must be a refurbished unit.
Called back Samsung and Supervisor said no refurbs and was new. I said possibility of a return unit sent to me and said no. Asked why sent from returns department and he said "probably" no units available and found it at that return center.
If I bought it directly from AT&T they would have exchanged it with a box from inventory. Paid a lot of money and do not want someones return?
I looked on line and there were some articles stating that others have been complaining about seals broken or no seals at all.
Has anyone else experienced this?
Are they re boxing returned units selling them as new?
They said return it again and i have to dish out another $1000 and I lose $75 discount from my company buying it from them through Samsung-They will not honor the $75 discount I got.
I feel like they are lying to me and screwing me-not in a good way!
Advice and opinions would be appreciated, thanks.

New replacement units don't have to be packaged the same way though they are in many cases. Varies by OEM and carrier.

I had to return my Note 9 due to camera issues a couple of months back. The replacement phone was mailed to my closest T-Mobile store. I was there when they opened the box. It was a box that once open, it opens flat and had no charger or cable, just a brand new Note 9.

I did notice though, I got the Note 9 the day it came out in August 2018. In 7 months, I had practically no scratches. Within a month of using the replacement Note 9, I had a bunch of long scratches on it and I never scratch any of my phones, so I thought that maybe the Note 9 replacement came with a different screen glass?

I doubt it was different glass. Screens do scratch and sometimes we don't realize why. Most of my phones don't scratch either but it happens.

My pre-order AT&T from Samsung came with no tape or shrink wrap on the brick. Similar to your's. Nothing had come out of the brick. The AT&T sim was placed under the phone so it wasn't sitting down nicely in the manufacturer packaging and the brick cover was about 30% off.

A reseller tells me that sometimes he receives units that aren't sealed.

I don't remember the thread but someone posted a pic of his or his girlfriends phone that came exactly the same with box open and all loose.
