I ordered an unlocked Phantom Navy 256Gb s21 Ultra on Jan 17. At that point, I was given an expected delivery data of Feb 16, and that date hasn't changed since. No shipping information, and my credit card hasn't been charged. I chatted with a very helpful Samsung representative today, but the bottom line is that she has no information as to when the phone actually will ship. I then asked what would happen if I switched to the standard Phantom Black 256Gb Ultra, and she said that wouldn't be delivered until at least March 2... so I obviously just stayed with Phantom Navy order.
