And this is happening no matter what screen you are on? Pictures? Apps, settings menu etc?

Did you mess with developer settings , stimulate display with cutout? Does it still happen in safe mode?

I agree with mustang7757, that circle looks "too perfect" for a hardware issue like dead pixels. Check out different different options like Developer Options, GoodLock modules or third party apps before sending it to a repair shop.
