S3 Missed Call Notifications

My partner is a rural mail carrier and cellular reception is spotty. She can usually get text messages but calls are difficult. At least once a day she gets a call from the post office about some package or whatever but she doesn't always get the call. I understand that if she's not got a signal, she's not going to get notified she missed a call. But if she has reception and is out of the car, shouldn't she get a notification she missed it? Other than a blinking LED, she's not being notified and it is driving her nuts. I have been commanded to find a solution to this problem.

She uses the stock text app and has a number on the icon that tells her how many unread messages she has. And I see screenshots of phones where the phone app icon has a number as well. Is that for voice mail?

How can I set it up so she has a more visual notification of missed phone calls?
 
I'm not sure if a missed call while you have no signal will actually register as a missed call, since the phone itself wouldn't be aware of the call. It depends on whether the missed call notification is generated by the phone itself or by the carrier. If it's the latter, then I would assume that once the phone found signal again, the carrier would push that missed call notification. You could call your carrier and ask their tech people if they would know that for sure.

For what it's worth, on T-Mobile, I'm pretty sure I've missed calls before due to poor reception, and didn't get a notification afterwards. What would make me realize I missed a call is a voicemail notification, because that gets pushed to the phone from the carrier.

If the carrier isn't very helpful, one possible workaround would be to get a Google Voice number, forward it to the cellphone, and give that number to the employer to use as a contact. It's an old article from 2010, but I just confirmed that the options to send missed calls to your inbox and send it as a notification are still there.
