S4 "enter text" bar not working

The bottom of my screen works with every other application except replying to texts received, when I tap it the keyboard does not appear unless I tap it about 15 times?

Tried clearing the cache but still not working?

Any suggestions?

Welcome to Android Central! Do you have any screen dimming apps installed? These apps can sometimes impact certain touch events.

Also, does this happen in Safe Mode as well? https://support.t-mobile.com/docs/DOC-27781
