S4 Mini Bluetooth Text To Speach

A few months ago I switched from a Nokia Lumia 710 with WP 7.8 installed to the S4 Mini. I have successfully paired the S4 with my in car Bluetooth and it works great for incoming phone calls. With my 710 when I received a text message while in the car the message would be converted to speech but this does not occur with the S4. I have looked through all the menus and cannot see this option. Is it available?
