S4 - Phone is slowing down in an unusual way

I have a Galaxy s4 from Koodo (rooted) running android 4.4.2 and I don't do anything hardcore on it like run custom Roms. The only things I have done on it is install Xposed framework and a few of its modules like Wanam and MinMinGuard as well as using some other apps that require root access like Greenify.

Anyways the issue started today out of the blue.

The issue is a bit weird from the typical slowing down of the phone in the sense that my phone runs perfectly fine (apps open up at normal speed, scrolling through apps is fine too) but what is slowing down are things like downloading and installing apps, updating widgets (more on this down below), setting up alarms, registering headset commands and the music player to keep the list short.

I'll begin to describe each scenario individually.

For downloading and installing apps, normally a 3mb app would download in a few seconds and install in a few seconds but starting today the download stops at an arbitrary percentage (usually 63%) for a few minutes before it completes downloading. Then installing takes another few minutes.

I use the Weather and Clock Widget and this widget has clock on it. What's happening now is that after the initial boot up, the clock in this widget doesn't seem to update or updates really slowly. For example, if I were to restart my phone at 8:00pm and wait 5 minutes, the time on the widget would still show 8:00pm while the system time in the top right corner shows the proper time.

Another thing setting up alarms. I use Samsung's built in alarm app. This is what happens normally. Let's say it's 8:00pm and I set up an alarm for 8:01pm. After setting it up, a mini popup at the bottom of the screen says "Alarm is set 1 minute from now." Now since my phone started "slowing down" today, setting an alarm no longer registers instantly, meaning I don't get that pop up saying "Alarm is set 1 minute from now" and once it actually becomes 8:01pm (continuing with the earlier example), the alarm won't go off.

For the music, I use Rocket Player (and there is nothing wrong with the app I checked). What happens normally is if I press the middle button on my headphones (I have two different ones that are both functional), the music would pause. However once my phone started "slowing down" today, the pause would register like 5 minutes after and if timed correctly, the music would unpause and start playing as the phone is shutting off.

Another thing is when the app update notification from Google Playstore appears in the notifications menu, normally you can just tap on that and it brings you to "My Apps" in the Playstore instantly but starting today, after tapping on the notification it takes 5 minutes for it to bring me to that "My Apps" page in the Playstore.

I have tried restarting my phone. I have tried uninstalling all the root access apps like Greenify, the xposed modules, the xposed framework itself etc but none of that helped. As I said before this is not a typical lag issue because everything (like scrolling and launching apps) run at normal speeds. There just seems to be a delay in registering certain commands like setting up alarms, pausing the music via headset button, auto updating the time on widgets etc.

Any help would be GREATLY APPRECIATED.
