S5 Neo charger on S4?

I am currently using a an S5 Neo charger on an S4 and I'm wondering if it is safe to do so?

Perfectly. The charger puts out 5 Volts, the phone needs 5 Volts. The phone will only draw as much current as it was designed to, unless the charger can't supply that much, then it will take a little longer for the same charge. The only thing you can lose is time.
