did you try turn touch sensitivity on?

I thought it would, since its water proof. ...I tried with my note 3 just damp front screen and it scrolls no problems

Ok, but why wouldn't it scroll through pages when screen is a little wet?

I can understand that, but I tried with my note 3 which is not water resistant and still scrolls when damp a little....its weird maybe the s5 screen is very sensitive?

Water carries current something fierce. That's what the capacitive sensors look for and why the screen either doesn't respond to your finger or it goes berserk. Water resistance has nothing to do with water on the screen. There is no way with current technology to get your input from a capacitive touchscreen and have it ignore water.
