S6 says can't make call while call barring is on?

S6 says"can't make call while call barring is on"

Went into settings to turn off call barring but the option for call barring/does not appear on the list under "call options-settings -more settings....etc. This happens as i traveled overseas, but i did buy an international plan. I can receive and make local calls and international calls, but i cant call the US. Any ideas???? Much thanks ...
