S9 is Boot looping

My S9 is boot looping. Gets to the Samsung S9 Logo then cuts out. Nothing special....
Read up on it and the solution is to boot up in recovery mode. This is where it gets strange.

When I do that it goes straight into "Installing update". Gets to 28% tells me there's an error and then reboots.

I can't get into any of the options to wipe cache, or load up in safe mode.

I've even drained the battery and tried from there.

Any suggestions?
 
28% is about the point at which the update has finished checking that the phone is unmodified. Are you running a custom ROM? Is the phone rooted? Either of those things will cause an update failure at about that point.

You can't go into recovery?
