S9 updated to android pie and used all my storage

I brought my S9 about a month ago and updated to android pie when it came out and had about 25GB of storage and now without installing any big apps or anything I have about 7GB left. Any music or photos go straight to my SD so they don't use any storage.
I worked it out and I'm missing about 45GB of storage. I get some of it will go to running my phone but I can't see why it needs over half my storage.
 
It doesn't. I updated and I only had like 8GB left and after updating I had same amount. Try clearing system cache

I have, on the storage page in settings it says that 55GB is being used but only 9GB of that is user data and I can't find out what's using the other 46GB.

Go for “nuclear” and factory reset. Assuming you tried safe boot mode and uninstalled any 3rd party storage file managers.
