S9+ won't uninstall apps for install apps from play store [verizon]

When I try to uninstall apps, the package installer gets stuck at "Uninstalling [instert app name here]". When I tried to reset google play services(to try and fix another issue), "uninstalling google play services" popped up and wouldn't go away. When I try to install apps from google play, either the app won't download at all or it will download to 100% and not install. The only way to get the 100% downloaded apps to install is to close the play store and re-open it. I have tried factory resetting the phone multiple times so I'm not sure exactly what the issue is here. I haven't rooted the phone or done any other mods to it.

That's an android system app , you can NOT uninstall it ...
1 - Go back and clear out Cache and data ... soft reset ..
See it it helps..?
2 - Go to Play Store .. drop down menu .: My apps and games ..; click Update all ..
3 - Clean out system partition cache .. should fix it .

Last Last resort : Use Smart switch to back up your contacts and files...
Now do a factory reset ..
