Samsung 5 watch does not call on SOS

Calling or messaging on SOS is not working. Brand New, all updates done. Did a factory reset and installed all updates too. The Wear app says to press the home button 5 times to place a call, and it just simply does not work. We changed the emergency number to a local mobile phone so we can test, and no matter what we do, if we fake a fall by slamming our wrist down on the couch, it is not calling the number. Please HELP!
