I’m getting a new Samsung phone and have a lot backed up on the cloud including apps. My question is I understand I can restore my apps but will it remember my accounts like Netflix/ facebook so I don’t need to log back in

Yes majority stuff are going to transfer over, i would use Smart switch on the pc from older Samsung device and make a back up and can restore at anytime on the new device . Especially for pictures as Samsung cloud doesnt back this up any longer so Smart switch or Google photos .

As long as you used autofill Google or Samsung pass

I agree and highly recommend Smart Switch. I used it to put the apps from my S10+ on my Tab S6 Lite, and it worked flawlessly even with a phone and a tablet, so that's what I'll do to set up my new S22 Ultra when it arrives.
