Samsung G3 - phone talks when I swipe screen every time. Talkback is turned off. How do I stop this?

Welcome to Android Central! Is this an S3 or Note 3? Go to the App Manager, select Google Text to Speech Engine, and Disable it. Do the same for the Samsung Text to Speech Engine. Does the problem persist?
