Downloading a song from Google Play doesn't make it easily accessible--it's a number-coded file on an obscure directory (/storage/sdcard0/Android/data/com.google.android.music/files/music)(easy to remember, huh?). The easier thing to do would be to go to Google Play Music on your desktop/laptop, download the track there (which will be a normal MP3 file without any coded filename), then copy it to the following directory on your phone: /storage/sdcard0/Ringtones (or possibly /storage/sdcard0/media/audio/ringtones).

To transfer the files, you can do any of the following:

1. Hook the phone up to the computer with a USB cable and use Windows Explorer to drag and drop, although sometimes you might not be able to see certain folders on your computer this way.
2. Upload the mp3 file to Google Drive from your computer, then download it to your phone using the Google Drive app there. You might need to install a good file manager app on your phone to then move the mp3 file to the Ringtones folder--try Total Commander.
3. Transfer the file wirelessly by using an app like AirDroid.

Once the mp3 is in the Ringtones folder, you should now have the option to choose it as a ringtone. If you don't see it in the ringtone list, then try rebooting the phone.
