I am running Android Version 4.04 with S Voice and Google Voice. Is there a way to have the phone read text messages received, so I can get them while driving?

I suggest rooting around for an app that does that, there might be one. I don't know of one, but, there might be.

Alternatively, I know there are some options for visually impaired people under Accessibility in device settings. You can take a look there. I think there are options for the device to read things.
