Samsung Galaxy S6 - change default notification setting?

Every time I install a new app, I'm frustrated that I have to manually go into Notifications and disable notifications for that app (there are very few apps that I want to notify me, and I usually forget until I get annoyed by that new app). Is there any way that I can be prompted to allow notifications for all new apps, or default to no notifications?
