Samsung J7 "Unable to open Photo Editor"

then it tells me to Tap SETTINGS, go to Application info > permissions, then allow the following permissions and try again:
Storage

There is no option to fix this issue and this is the second J7 that I've had and this is the FIRST time that it's ever happened

Please advise
