Since we have limited Wi-Fi but unlimited data plan from AT&T (which can not be used as a hot spot) I was wondering how I can stream netflix from my tablet to a Samsung smart tv. Any ideas?

Welcome to Android Central! The easiest and cheapest way may be to get a Chromecast, then use the Netflix app on your phone (or your tablet, if it's LTE-enabled) to cast the movie to the TV.
