Samsung note 3 finger dot?

Hi,
Iv just reset my phone and when I rebooted it it had a great little sparkling dot to show you where it finger was on the screen.
But it's disappeared?? Any ideas how to turn back on?

If you're talking about when you enable developer options there is an option to put a dot on the screen to show where you've touched
