Samsung s4 mini on att service adds a +1 to my contact numbers when I dail it and it does not go thr

Welcome to Android Central! Open the Phone app, tap Menu>Settings>Call Settings, and see if there is an option for automatically adding the country code.

You're in the US, right? adding +1 if you're calling any number in the US should still work.
