Samsung S8 won't download app without wifi

I want to use data instead of wifi when downloading apps but if I turn off wifi it pauses and says waiting for Wi-Fi

that is amazing that you have the galaxy s8.
most of the time apps that are BIG are recommend to be downloaded via wifi, and may not work with data. but if the app is small or a normal size, turn of internet and your data and wait a few seconds. then turn your data back on, this should work, also check how much data you have left, or if you have any. hope this made sense.

I also have a samsung s8. Mine has the same problem, but my phone won't download apps even once I've cleared the cache and data. I've tried force stopping it and even turning my data on and off. Tried airplane mode. Trying turning my phone on and off, and also restarting my phone. The wifi where I am is very very slow, so using that isn't an option. I'm unsure of what the problem could be
