Samsung Tab2 help please

I have a Samsung Tab 2 10.1, I have the web page popped I cannot get to close or the home button or return button will not do anything. They make the noise like you have click on them but does nothing. The web page is has no exit button or anything like that on it so I'm thinking a pop up. I have rebooted, soft rebooted, and every now n then I can get it to go directly to home screen after reboot but after 10-15 sec or if you try to open something it pops up again. I'd rather not do a full restore on it if I can keep from it, but if any help would be greatly appreciated.

Have you tried booting up in Safe Mode and see if the pop-up shows up there? If it does, then there's something 'deeper' into the problem, but if it doesn't, then it's an app you installed that's causing the problem. You may run an AdNetwork detector or Adware detector in Safe Mode to see which app is popping these up.
