Doh! - I was wrong... Need to insert the word "Not" after "Bug" in the thread title above - lol.

[The Samsung TouchWiz Launcher disappearing apps bug (apps installed to SD card disappear from home screen during a restart from power off) is still present even after the Sprint EF17 Gingerbread Update. Too bad, so sad. Makes me want to try the Sprint ID launcher instead...wait almost lost my mind there for a sec - no I'm not that desperate, but I am...disappointed. Finally looking at Launcher Pro now.]
Edit: Bad Call - Apparently I didn't allow the media scanner to complete its scan (have a 32G card installed). The icons don't initially show up (not even default phantom icons like on other launchers just blank spaces) until the SD card media scan is complete. When it finally completed the scan several moments later, the SD card installed app icons reappeared on the home screen (I didn't notice previously as I hadn't used my tab again for several hours after I restarted it - when I went back to use it I was pleasantly surprised to see the SD card installed app icons). Problem solved. Not sure if this was solved in a previous Froyo update because installed the last two Sprint Froyo updates in rapid succession in order to get the GB update. Sorry for the bad info, but at least in the end its good news for those who want to stick with the stock launcher and interface.
