Samsung watch 4 LTE cannot receive call when smartphone is off

Samsung watch 4 LTE is supposed to be standalone and make and receive phone calls. However, when I turn off the smartphone, I cannot receive a call to a watch, (I do not hear the incoming call at all). However, I can make a call from the watch.

This may be in how you have the phone paired with the device. I kept my old Gear S2 number separate so that when my phone was out of range, the watch could independently make and receive calls.

The only downside was that a different number would show up on the recipient's end and they wouldn't know who the hell I was 😆
 
I'm unable to get service on 3 of the Galaxy 4s myself. Not sure why they are acting like stand-alone devices. I have 3 plans, 3 numbers, etc and nothing. My carrier said service not available on the watches even though I'm charged for the plans. Needing help myself.
