What do you mean "marks" charging? You mean the charge icon appears on the status bar at the top and lockscreen? Have you tried other chargers? It might be an issue of a bad battery. Take the battery out and spin it on a flat surface, such as a table. If it spins like a top then its a bad battery and you should get a replacement. This could be the issue since the battery may not be holding the charge.

new battery new charger and nothing i have to wiggle it around for it get to say its charging but it isnt if its 30% it goes down to 29% and so on.. and i dont now if chaging the port will help?

I had the same problem with my old LG Optimus, turned out to bee a usb port on the phone.
