Says Device Maintenance installed but can't access

In Settings the components are broken out separately. When you are in Settings go to the three dots in the upper right corner and the press Simplified List and the components will then be shown under Device Maintenance.

There is a full Device Maint. app and the crippled Device Maint. in settings that Verizon users have. Verizon disabled the full app that can be downloaded from the app store.
