I have a htc desire 510 and whenever i turn it on it says dialer has unexpectedly stopped and when you click ok it reappears over and over so how do i fix it?

Has the device been rooted?

Boot into recovery and wipe system cache. This will not delete any user data.

how do i do this and no its not rooted

You could try going to Settings - Apps - ALL, and delete data of the Phone and Dialer apps.
