Scan list of available WiFi device and notifications to that devices in android

I am going to develop an App so the theme is?

Once if i open app the show list of available devices and send notifications to that available devices automatically

So, you want to scan for available WiFi devices and then send something to those devices? I don't think that's possible.

First - what do you mean by "notification"?

Most devices broadcasting WiFi networks don't have displays. Those devices that DO have displays (phones broadcasting hotspots) aren't going to allow a "notification" to be pushed to the device screen through that hotspot. Additionally - you'd need to actually make a connection to that WiFi network in order to push something through it.
