Screen flickering on low brightness

When I have the phone plugged in and in the dark, along with having the screen Brightness low, the screen has a rather annoying flash to it. It seems like black lines going down the screen, like something from an old TV. This only happens when it's plugged in, I don't know what's going on.

No, it hasn't.

Mine was, yet was in a protective case. I thought my flicker was hidden damage. I use Lux to keep the display dim while driving at night. I didn't notice it any other time. I just replaced my screen due to burn in, which I adjusted a setting to now avoid, hoping the flicker would disappear. It has! I had already gone in earlier and replugged the connector with no improvement.

I've noticed this from the beginning (launch day). I just ignore it, since it only happens while charging and brightness is very low.
