Welcome to the forums. That looks like the 'swipe' menu included in apps like ES File Explorer, Clean Master, Z Camera, Photo Editor and a few more. Do you have any of these apps installed?
First you could try disabling the ES Swipe feature in the ES File Explorer settings.
I used ES for a long time, but decided to uninstall it when they started to add some weird features and finally sold the app. I can't recommend this file explorer anymore and maybe you could consider using a different one.

I started using Solid Explorer after the ES ... debacleIt's a paid app, though, with a trial version. Worth the money if you ask me. You can try it for a couple of weeks and decide if you want to keep it. On the free side I've seen good reports for Total Commander or FX.
